  1. Committee Scope- Work with City staff to evaluate various STR regulatory options including, but not limited to:

    7. Sketch or floor plan/site plan showing bedroom/sleeping areas; evacuation routes; fire extinguishers; and number of parked cars that can be accommodated in driveway and garage

    1. Caveat regarding home owner’s insurance and possible mortgage restrictions
    2. City to be notified of changes in contact information within a specified period (i.e., 3 days)

 

  1. Safety/Inspections

 

1.    Initial and renewal inspections required by Fire Marshall:

  1. Working smoke detector installed in sleeping rooms
  2. Working smoke detector installed in hallways
  3. Working smoke detector installed top of stairs
  4. Sleeping rooms & living room have 2 means of escape
  5. Working CO detectors
  6. Special knowledge locks not on means of escape
  7. Fire extinguisher present; accessible & inspected
  8. Fire exit plans
  9. Heating ventilation in safe order
  10. Windows and doors easily opened
  11. Household chemicals stored properly
  12. Fireplace screened properly
  13. Flammable liquids stored properly

  1. No external signage
  2. Occupancy Limitations
    1. No more than 2 adults per bedroom room; plus 2 additional adults (indicated on permit and guest notification sheet)
    2. Maximum occupancy of 10
  3. Parking Limitations
    1. 1 vehicle per bedroom; or maximum number that can be contained in garage and driveway; whichever is less
    2. NOTE: Cars have the right to park in a public road, so enforcement will be against the STR operator/owner as a permit violation and possible grounds for permit revocation.
  4.  Advertising to contain the following:
    1. Occupancy limits
    2. Parking limitations
    3. Written prohibition against the use of the property as a party/entertainment venue; or any commercial or other use that violates the UDC
    4. City Permit No.

 

  1. Other restrictions:
    1. Unlawful to advertise without a permit
    2. Unlawful to rent without a permit
    3. Unlawful to operate without complying with all local, county and state laws; including without paying local and state hotel occupancy taxes; provide specific details regarding requirement to file quarterly HOT Tax Reports
    4. Unlawful to rent to a guest under the age of 21
    5. Unlawful to use or allow the use of the property as a party/entertainment venue; or any commercial or other use that violates the UDC
    6. Unlawful to park recreational vehicle, trailers, boats etc.
    7. Notifications; upon issuance of a permit, City to provide notice to all property owners (and HOA if applicable) within 200 ft. with a 24-hour complaint contact
    8. Permit is non-transferrable
    9. Cannot be rented for less than 24 hours
    10. Filing of quarterly tax reports shall be required if a permit is active; doing so encourages an STR owner to inform the City they cease operations.

    1.   Failure to comply with permit conditions
    2.   False statements on permit application
    3. Multiple substantiated ordinance violations within the prior 12-month period

  3. Appeal request; hearing
  4. Waiting period to reapply (i.e., 6-12 months)
